South Africa was pledged nearly R30 billion in foreign development-related aid from 1994-99, an enormous sum compared to other (more desperate) African countries. The following concerns were raised, however, about the costs of post-apartheid foreign aid: money was often pledged but not spent; aid generated corruption and dependency; aid served was a lever for a donor to impose its own agenda; donors--especially the United States--were stingy; aid in the form of hard-currency loans was inappropriate; and far more donor aid should have gone to civil society. The South African government is, however, to some extent to blame for whatever negative experiences and perceptions were associated with post-apartheid foreign aid. |
